After staying at Apaṇa, the Blessed One travels on pilgrimage to Kusinara with two hundred and fifty Bhikkhus; the Mallas of Kusinara make a compact imposing a fine of five hundred pieces on anyone who does not go to welcome him.
The Mallas require members to go out to welcome the Blessed One and impose a fine for failure to do so.
