In the Southern country and Avanti there are few Bhikkhus; only after three years is an assembly of ten Bhikkhus gathered for Soṇa’s higher ordination.
Because the Southern country and Avanti have few Bhikkhus and a ten-monk assembly took three years to gather, Mahā Kaccāyana asks that higher ordination be allowed with a smaller meeting there.
